I am aware that the TETRA infrastructure used by the Airwave communications system is substantially more powerful than conventional consumer mobile phone systems, being a micro-wave rather than radio technology. The location of its transmitters therefore poses more acute issues concerning public health. As I understand it part of the case that is made locally is that viable alternative sites that would be substantially less risky were not given fair consideration (for example at the Public Services Reservoir, Narberth Road, New Hedges). This is clearly not acceptable. The need for good communications systems by our emergency services has sadly been highlighted by the publication today (8th November 2007) of the Independent Police Complaints Commission report on the killing of Jean Charles de Menezes at Stockwell Underground Railway Station. One of the key failings identified by the IPCC that contributed to this tragedy was poor communications. There is therefore a strong case to be made, in the national interest, for the investment that has been undertaken in the TETRA infrastructure. However the state would ignore our liberty, and therefore be guilty of oppression, if it were to use this general presumption in favour of the Airwave communication system to trump all cogent planning objections to the location of particular elements of that system. The Planning Inspectorate seems to have come very close to this position. The operation of the planning system in Pembrokeshire leaves much to be desired. Liberal Democrats such as Cllr Tony Brinsden have been campaigning hard to secure improvements. We are in favour of an impartial planning system that both gives people their voice and is at the same time capable of balancing competing interests fairly. Both members and officers need to be very competent to achieve this, and we need to re-examine the statutory framework in which they operate too. I hope this makes my position clear. I oppose the location of a TETRA mast 75 metres from a building owned by a charity and adapted for use by disabled children but would support a location away from any settlement. Dear Mr. Gossage, Thank you for your prompt response and taking the time with background research into this matter. The subject matter is multi-level with much confusion over the different types of radiation and such confusion has proved useful to the proponents of the TETRA system in camouflaging the radiation differentials. However, it is refreshing to see that a second candidate not only has reservations, but is prepared to raise objections. The objectors in our community span all generations and political outlooks. They are residents with genuine concerns for the future and their questions about these installations are being disregarded at all political levels. The requirement for an efficient communication system for the emergency services is not disputed by anyone. The objections arise from the unanswered questions about the electro-smog status quo and the bureaucratic bullying techniques being used to maintain it. The unanswered questions include: 1) Adoption of the TETRA system in contravention of EEC competition rules. 2) Disregard of a reported safe alternative - TETRAPOL 3) Unjustified public expenditure upon a single supplier TETRA system (TETRAPOL is reported to be up to 90% cheaper???)4) Inadequacies of TETRA coverage and lack of capability for required data transmission 5) Exposing the UK population to untested radiation in defiance of the "Precautionary Principle" Apart from the siting of the Penally transmitters, we would ask you to consider the general UK outlook, which involves your own family. Our community is typical of the growing number of concerned UK communities with transmitter sitings in close proximity to many sensitive establishments. We also have relatives in the emergency services being coerced into using these untested hand held transmitters attached to their bodies with growing reports of serious personal damage. The only un-precented political response that is offered is that objectors cannot prove that it is unsafe. With the total balance of public resources being inclined in favour of these installations the foregoing statement will prove of equal rank to the statements of medieval Witch Finders.
